2022-2023 Budget Kit from Kelly
Below is a link to the annual 2022-2023 Budget Planning Kit. This resource is a tool to assist in planning and decision-making for your library by offering a comparison to other libraries across the System. If there is specific information you would find helpful, but is not found in this report, send me an email with what additional information you would like to see. We will consider any suggestions for making changes/improvements to this report.

Reminder from the Division of Library Development: Oaths of Office Required
IMPORTANT REMINDER: STATE LAW REQUIRES EVERY PUBLIC LIBRARY TRUSTEE TO TAKE AN OATH OF OFFICE
Many library trustee terms began on July 1. This is an important reminder that New York State Public Officer's Law §10 requires all public library trustees (but not association library trustees) to take and file an oath of office within 30 days of beginning their term of office. Public library trustees are public officers and the oath of office is required to officially undertake and perform the duties of a public library trustee.
If a public library trustee does not properly complete and file an oath of office, the trustee’s position may be deemed vacant. See Public Officer's Law §30(1)(h) .
For more information about how and why the oath of office is administered, and where to properly file an oath of office, please see the Oaths of Office FAQ on the New York State Library website.
Not sure whether your library is legally a public library or an association library? Library type information is listed for every public and association library in New York State on the library’s Annual Report and also on the Find Your Public Library web page.
Questions about the legal requirement for oaths of office or about library types should be directed to the director of the public library system of which the library is a member.
Upcoming WNYLRC Ask the Lawyer Question: Fiscal Controls for Libraries and Friends Groups
A question about collecting money on behalf of Friends Groups was sent to Stephanie Cole Adams a few months ago, and she gave us an initial response that appeared the
March, 20 2023 Director Briefing. Last week she sent the full response that will appear in an upcoming WNYLRC Ask the Lawyer resource. Below is a link to her full response, including a sample agreement form.

The Great Give Back Info Session from Suzanne
The OWWL Library System will once again coordinate a system-wide project for The Great Give Back in October. In 2022, thirty-two OWWL Libraries participated and we'd love to see this initiative continue to grow.
Please join us for a short virtual information session to learn more about this year's project (cause, timeline, promotional tools, etc). The Great Give Back is a fantastic opportunity to strengthen community ties, support partners, and build relationship equity with patrons and stakeholders
Note: Participation in the system-wide project is voluntary, and libraries that already have a dedicated service project for the Great Give Back should feel comfortable continuing with their plans.
Register here for the info session .

System Board Meeting Date Change
The OWWL Library System Board of Trustees needed to change their meeting date from July 12, 2023 to August 9, 2023. Just an FYI, this means I will not have a meeting breakdown in next week's Briefing.
